The developing countries have recently been under tremendous pressure to privatise or strengthen their state owned enterprises as a means of curbing inefficiency. Several countries have gone some way in this direction. So the issue needs to be addressed without any ideological bias. Rather, there needs to be, in each case, careful consideration of the costs and benefits of alternative policies, the social role that the public enterprises are discharging and the capabilities of private enterprises within the country.
